Does Romans 3:10-11 Teach Inherited “Total Depravity” ?

Romans 3:10-11 reads “… There is none righteous, no, not one: There is none that understandeth, there is none that seeketh after God.”

This passage does not say anybody inherits sin, but that all DO sin → Notice verses 12-16,23:

They are all gone (not born) out of the way, they are together become (not born) unprofitable; there is none that doeth good, no, not one. … with their tongues they have used deceit; the poison of asps is under their lips; Whose mouth is full of cursing and bitterness: Their feet are swift to shed blood: destruction and misery are in their ways … For all have sinned, and come short of the glory of God.

A person is not born depraved, but turns that way (via actions on their part):

Isaiah 53:6 All we like sheep have gone astray, we have turned every one to his own way

Genesis 6:12 all flesh had corrupted his way upon the earth

Deuteronomy 32:5 they have corrupted themselves

Romans 3:10-11 passage teaches the same as Romans 3:23 (“For all have sinned and, and come short of the glory of God”), and nothing more.
